Police Make Arrest In Fatal StabbingSALEM, Ore. - Police say a man has been arrested for the fatal stabbing of a Salem man in a McDonald's parking lot.
Officers responded to reports of a disturbance just after midnight Oct. 13 at the McDonald's located on Lancaster and Devonshire NE. They found Esteven Zapata had been stabbed during the incident and died shortly after.
Evaristo Antonio Tenorio, 18, was arrested in connection with the stabbing Tuesday. He is due in court Thursday.

He broke three ribs after falling off the Segway at 12mph in California - just three days before he was due to make his biggest TV appearance to date, as a judge on the grand final of reality show America's Got Talent.
Quite what he was doing on a Segway - labelled 'the geek machine' by critics - Morgan has yet to explain, but these pictures reveal the moment of the undignified crash.
He can be seen cruising comfortably along the promenade at Santa Monica beach. Inexplicably, his delicate sense of balance fails him. The Segway swerves to the right, mounting the kerb. Morgan's 'toned muscular, tanned, superfit torso' (as he describes it) continues straight along the road but sadly his feet remain planted to the rogue Segway.
Inevitably he falls victim to gravity and crunches on to the baking concrete, where he lies, agonised, until a companion can come to his rescue.
He had to be taken to hospital to be patched up, but despite his misfortune, Morgan made it to the TV studio. His celebrity friends have been chortling at his expense. Simon Cowell has urged people to make Morgan laugh because 'it causes Piers absolute agony'.

Public indecency report leads to drug chargesBy Carrie Petersen
Albany Democrat-HeraldAlbany police found more than 8 pounds of marijuana in the trunk of a broken-down car Monday after they responded to a report of public indecency.
According to police, here’s what happened:
At about noon police received a call that a man was driving in the Heritage Mall parking lot and masturbating.
By the time officers caught up with the man, at Geary Street and 14th Avenue S.E., his car had broken down.
A witness told police she saw the driver move a duffel bag from inside the car to the trunk. When officers opened the trunk, they found the bag was full of marijuana.
The driver was arrested and taken to the police station.
Police then obtained a search warrant to go to the suspect’s apartment in the 3400 block of Pacific Boulevard. They found another 2 pounds of marijuana as well as methamphetamine and cocaine.
Police said they also found smoking devices, packaging materials, scales, and fraudulent Social Security and resident alien cards.
The street value of the marijuana is estimated at more than $30,000, police said.
Cain Viayra Calderon, 25, was charged with public indecency; possession and delivery of marijuana, meth and cocaine; and two counts of criminal possession of a forged instrument.
He was lodged in the Linn County Jail, and immigration authorities placed a hold on him.
Anyone with information about the case or Calderon is asked to call the police at 917-7680.

Orlando police ask for guns, get missile launcherHenry Pierson Curtis | Sentinel Staff Writer
7:40 PM EDT, August 17, 2007Orlando emptied its bureau drawers and closets on Friday of more than 250 unwanted guns -- and one surface-to-air missile launcher.
The shoulder-fired weapon showed about 6 p.m. when an Ocoee man drove to the Citrus Bowl to trade the 4-foot-long launcher for size-3 Reebok sneakers for his daughter.
"I didn't know what to do with it, so I brought it here," explained the man, who said he found the missile in a shed he tore down last week. "I took it to three dumps to try to get rid of it and they told me to get lost."
After hefting the weapon designed to blow jets out of the sky, police spokeswoman Sgt. Barbara Jones commented: "I tell you, you never know what you're going to get."
Ancient pistols, zip guns, shotguns and assault rifles began appearing shortly after 7 a.m. in what became the most successful gun exchange yet in Orlando and Orange County.
"Anytime we can sit out here and have people bring us guns it's good for the community," sheriff's Cmdr. Al Rollins said.
Traded for sneakers or $50 gift certificates, the guns that filled boxes at the Pine Castle Woman's Center on South Orange Avenue would never reach the hands of criminals.
And each gun came with a story never to be told.
"No questions asked, right?" asked one man, who questioned the promise of anonymity for everyone turning in a gun.
"Absolutely," responded deputies, who later described the fellow as looking like an old biker.
Moments later, he returned with a plastic bag and extracted what deputies described as a portable crime scene worth a 5-year mandatory minimum sentence in federal prison. The homemade, 40-shot assault pistol turned out to be a cut-down rifle with an illegal short barrel.
"That would scare the pants off you," commented Rollins, who said the old biker left with a $50 gift certificate.
Deputies in Pine Castle and Orlando police officers working at a second exchange outside the Citrus Bowl checked each gun against state and federal lists to find out if it had been reported stolen.
At least four turned in at the Citrus Bowl were hot guns because police say the serial numbers had been filed off in violation of federal law.
Many could not be traced because they were made before 1968, when serial numbers became mandatory for new firearms sold in the U.S.
An unblemished 1903 .32-caliber Colt pistol caught the eye of a knowledgeable deputy who checked the Internet and found it was worth about $1,400.
Despite being more than 100 years old, it and dozens of other old handguns in various calibers still worked and would be deadly, deputies and officers said. Few of the exchanged weapons were late-model 9-millimeter and .45-caliber pistols, the sort used in many of the more than 100 murders last year in Orlando and Orange County.
"It's a huge success," Orlando police Detective Barb Bergin said shortly after 1 p.m. when the exchange already exceeded 200 guns. "Clearly some of the guns we took off the street today were not for sport or self-protection. Those sawed-off shotguns were clearly for committing crimes."
The gun exchange in Orlando has been held periodically for eight years with assistance of Clear Channel radio stations and local media, according to Bergin, who coordinates Crimeline's cash-for-tips program.
"They're the ones who give us air time and encourage people to come out," she said.
The number of obvious "crime guns" collected Friday surprised Bergin as well as the officers and deputies logging the firearms.
The Orlando program and others like it nationwide give residents a legal, safe way to dispose of unwanted firearms. At the same time, police say the guns taken in reduce the number that can be stolen in burglaries to arm criminals.
Last year's "Kicks for Guns" sneaker exchange collected 113 firearms and about 20 BB pistols and toy guns that had been altered to look like real weapons.
Friday's exchange had discoveries similar to a PBS Antiques Roadshow episode in which a participant comes in with an unexpected treasure.
That moment for gun aficionados was the pre-noon appearance at the Citrus Bowl of an unidentified man carrying three firearms. He dropped them off and left, saying he didn't want anything.
"I wish he'd been my father," said Officer Kevin Williams, an assistant rangemaster and gun instructor at the Orlando Police Department. "I'd love to have them."
Worth more than $3,000, those three military-style target rifles will be destroyed just like the rusted guns worth less than $50 that were turned in, organizers said. Before going under cutting torches, guns that work will be test fired so the bullets and cartridges can be compared to evidence in unsolved murder cases, they said.
"Somebody took really good care of this," said Williams, holding a .308-caliber M1-A Springfield rifle worth about $1,500. "I'd bet a body part this was never used in a crime."

City looks at fining victims of graffitiProposed bylaw would put onus for cleanup on owners

Published: 7:55 amEDMONTON - Property owners who fail to clean graffiti from their walls or litter from boulevards could be fined up to $250 under a proposed city bylaw.
"In the last 10 years we've gone from a very clean, very well-structured city, and now we're suffering from some of the urban decay issues because of the growth," Ward 5 Coun. Mike Nickel said Thursday.
"Graffiti, litter, potholes, crime and the nature of crime (are) changing. ... We have to move Edmonton from where we were to where we are going."
The blight of graffiti, evident in Whyte Avenue's back alleys and along the LRT line, has become a major civic issue. The proposed bylaw comes before other city committees release major reports on different aspects of the problem and programs to deal with it.
Currently, the city lacks regulations to control graffiti and depends on the police to charge offenders or taggers with mischief or with creating racially or sexually hateful messages.
The proposed bylaw, which would give the city its first legal teeth to deal with the graffiti and litter problems, goes to the city's community services committee Monday.
That group will then decide when the proposals, which also include increasing several fines, would be considered by city council. However, that is unlikely to happen before the Oct. 19 civic election.
If the proposal passes, city bylaw officers will be able to charge property owners who fail to paint over graffiti. The same goes for businesses, such as fast food restaurants, that don't clean up neighbouring public boulevards.
"I'm the guy who doesn't believe in a lot of regulations or red tape, but these are problems that we don't have a handle on and that we are not committing sufficient resources to," Nickel said.
"It's not just a downtown thing anymore, it's moving into the 'burbs and everywhere you look, and if you don't tackle it quickly, it escalates."
Nickel wants Edmonton to adopt Calgary's idea of providing a graffiti van for a fee to help business owners voluntarily cover offending artwork when they can't find painters because of the booming economy.
"You just can't give them a ticket, you have to give them an out," he said. "But at the end of the day the graffiti has to come down."
David Aitken, director of the city's complaints and investigations section, said it's likely that only property owners who consistently ignore cleanup orders would be fined.
"The city recognizes that the businesses have been victimized," Aitken said. "That's why we wouldn't take an aggressive approach to get it removed. We would always seek their compliance."
He said if the city is to control the problem, it has to get rid of it every time it appears.
"They have stats on this to show that if it is quickly covered up, after a certain amount of time they don't come back."
The draft bylaw also suggests raising fines from $100 to $250 for offences such as messy garbage storage, storage of a locking fridge or freezer and pruning elm trees. The fine for failing to shovel snow would go to $100 from $85.
So, because the city is unable or unwilling to punish those who create the grafitti, they're going to start fining the victims for not cleaning up the mess?

Perhaps the double-victims (victims of vandalism, and victim of rape by their city) should sue the local government for failure to uphold the laws against vandalism in the first place.
Better yet, why don't they just start actually punishing the so-called grafitti "artists" who blatantly vandalize private property? Two Arrested In Girl's MurderOREGON CITY - Two men have been arrested in connection with the murder of a teenage girl.
The murder happened in the early morning of Saturday, July 28, after an all-night party at the Balboa Apartments in Milwaukie. It was a going-away party for 16-year-old Dani Countryman, a Texas girl who had been visiting her relatives in Milwaukie.
Dani's older sister Ashley Countryman, who took her to the party, and other party-goers found her lying dead on a couch at around 5 a.m. She had been strangled. Her body was only a few feet away from where other teenage partyers were sleeping on the floor.
Clackamas County deputies quickly launched a homicide investigation, questioning all the known party-goers, along with other residents of the Balboa Apartments. They also combed the area for clues. The Sheriff's Major Crime Unit worked around the clock to track down the killers.
Nine days later, they had their suspects. Monday night they arrested two men: 24-year-old Alejandro "Alex" Rivera Gamboa, and 23-year-old Gilberto "Gabe" Rivera Gamboa. The two are related; detectives initially described them as cousins.
The two men will be arraigned Tuesday afternoon on charges of Aggravated Murder. Other charges could be added.

As the other runners left, a man came up behind her and pushed her to the ground. He tried to pull her clothing off, but she had a set of keys in her hand, and hit him in the face with them.
The man gave up and ran away.
Marion County and Salem police responded with dogs but were unable to find him.
The suspect is described as a Hispanic male, about 25, with a medium build. He has short black hair and no facial hair. He was last seen wearing black shorts and a black sleeveless shirt.

A Melbourne gay bar has been granted an exemption from the Equal Opportunity Act in a landmark ruling which will allow security to refuse entry to heterosexuals.
The owners of Collingwood's Peel Hotel, which came under fire in April for promoting a gay Anzac Day party, successfully argued to the state planning tribunal that banning heterosexuals from the club would prevent "sexually based insults and violence".
The Victorian Civil and Administrative Tribunal granted the controversial powers to the club last week, the Herald Sun reports.
VCAT deputy president Cate McKenzie claimed that allowing straight men and women into the club would defeat the purpose of the venue."This would undermine or destroy the atmosphere which the company wishes to create," McKenzie said.
"Sometimes heterosexual groups and lesbian groups insult and deride and are even physically violent towards the gay male patrons."
McKenzie said some straight women came to the club because they found the gay patrons entertaining.
"To regard the gay male patrons of the venue as providing an entertainment or spectacle to be stared at, as one would at an animal at a zoo, devalues and dehumanises them," she said.
"(This exemption) seeks to give gay men a space in which they may, without inhibition, meet, socialise and express physical attraction to each other in a non-threatening atmosphere."
A spokeswoman for the Victorian Gay and Lesbian Lobby Group told the Herald Sun that gay men at the Peel had been made to feel like "zoo animals".
"This exemption was not sought to exclude members of the community but to try to maintain a safe space for men to meet," the spokeswoman said.
"It's sad that members of our community would have to go to the VCAT to preserve their rights.
"This is one of the only free venues with live music in the area, so certainly some people may feel a bit unhappy about the decision."

A May 15 story in The Plain Dealer (Cleveland, Ohio) serves as a good reminder of how a person’s support for gun control often changes after a personal experience with crime.
State Representative Michael DeBose (D-12) of Cleveland was an opponent of Right-to-Carry, having voted against the measure twice. All that changed on the night of May 1, when he was confronted by two men, one of whom was wielding a gun. On that night, Rep. DeBose’s sense of security in his neighborhood changed, as did his view on lawful citizens being able to defend themselves.
Rep. DeBose was lucky—this time—that his running, screaming, and summons for help prevented him from being harmed. When asked how this recent experience may change the prism through which he views Right-to-Carry, Rep. DeBose was crystal clear: "I was wrong. I'm going to get a permit and so is my wife. I've changed my mind. You need a way to protect yourself and your family. I don't want to hurt anyone. But I never again want to be in the position where I'm approached by someone with a gun and I don't have one. There are too many people who are just evil and mean-spirited. They will hurt you for no reason. If more people were packing guns, it might serve as a deterrent.”
We welcome Rep. DeBose to the growing list of Right-to-Carry converts. While it is too bad it took a life-threatening situation to convert him, we hope he will share his experience, and his newfound respect for the right to self-defense, with his other colleagues who still don’t get it. It is our hope they won’t have to endure a similar experience to do so.

OMAHA, Nebraska - Dozens of Somali meatpacking workers who quit their jobs because they were not given enough time off for Muslim prayers have returned to work, but the issue could resurface as sundown inches later through the summer, a union official said Friday.
About 70 of 120 Somali workers are back on the job at the Swift & Co. meatpacking plant after abruptly quitting last week. The workers complained that existing break time rules did not let them leave lines to pray at sundown.
Similar requests for workplace accommodations of Muslim religious obligations have become common around the country, says Muslim advocates.
“I don’t know how it’s going to work, and I feel bad about it,” said Dan Hoppes, president of Local 22 of the United Food and Commercial Workers Union.
Later summertime sunsets could run past allotted breaks that keep workers from long stretches on production lines.
“We do those things to prevent injuries and to give them a little rest,” Hoppes said.
The workers agreed to come back after company and union officials met with workers and the head of a Somali community group to discuss the conflicts between Muslim prayer and workplace rules. The company agreed to accommodate the workers as much as it could within the contract, company and union officials said.
Religion and rules
“We live in a country where religious beliefs are important to us, and I don’t care what religion it is and we should try to do our best to support those things,” Hoppes said. “But we’ve got a contract with Swift.”
Company officials worry that sunset prayers could take too many workers off production lines, forcing them to be shut down, Hoppes said.
“It’s difficult to speculate on what a worker may or may not do,” said Sean McHugh, spokesman for Swift, which is based in Greeley, Colo. “All I can say is that the workers understand the work site rules that we have in place, and the 70 who have come back have accepted or are comfortable with these rules.”
It was the largest single-day employee loss at the plant since December, when 261 workers were arrested as part of a raid of Swift plants in six states by U.S. Immigration and Customs Enforcement officials.
Mohamed Rage, chairman of the Omaha Somali-American Community Organization, said some of the Somalis who left went to Kansas and Denver, while others remained in Nebraska and were planning to go back to work at Swift.
“They have to earn their living; at the same time they have to fulfill their faith,” Rage said. “There will always be a friction, but we have to have the tool to fix any problem that arises at the future.”
A spokeswoman for the Council on American-Islamic Relations, Rabiah Ahmed, said “there is some flexibility when it comes to prayer if it’s conflicting with something as serious as your job and your work environment.”
“But (prayer) doesn’t take very long — really it only takes five minutes,” she said.
The council, which describes itself as a civil rights and advocacy group, has been able to mediate between companies and workers on the issue in most cases.
Other recent cases
Some Muslim cashiers at Target stores in Minnesota were shifted to other positions in March because they objected to handling pork products.
An ongoing dispute also exists among cab drivers who serve Minneapolis-St. Paul International Airport — many of whom are Muslim — who refuse to take passengers who are carrying alcohol.
In 2005, 30 workers walked off the job at a Dell, Inc. plant in Nashville, Tenn., after alleging the company refused to let them pray at sunset.
A federal lawsuit brought by nine Somalis against Gold’n Plump Poultry Inc. in October made similar allegations.

CRAWFORD, Texas - The White House on Sunday fired back at former President Jimmy Carter, calling him ”increasingly irrelevant” a day after Carter described President Bush’s presidency as the worst in history in international relations.
Carter, a Democrat, said on Saturday in an interview with the Arkansas Democrat-Gazette that “as far as the adverse impact on the nation around the world, this administration has been the worst in history.”
White House spokesman Tony Fratto had declined to react on Saturday but on Sunday fired back.
“I think it’s sad that President Carter’s reckless personal criticism is out there,” Fratto told reporters. “I think it’s unfortunate. And I think he is proving to be increasingly irrelevant with these kinds of comments.”
Carter has been an outspoken critic of Bush, but the White House has largely refrained from attacking him in return. Sunday’s sharp response marks a departure from the deference that sitting presidents traditionally have shown their predecessors.
In the newspaper interview, Carter said Bush had taken a ”radical departure from all previous administration policies” with the Iraq war.
“We now have endorsed the concept of pre-emptive war where we go to war with another nation militarily, even though our own security is not directly threatened, if we want to change the regime there or if we fear that some time in the future our security might be endangered,” Carter said.
In a separate BBC interview, Carter also denounced the close relationship between Bush and outgoing British Prime Minister Tony Blair.
“Abominable. Loyal, blind, apparently subservient,” Carter said when asked how he would characterize Blair’s relationship with Bush.

After two weeks of traveling the country in a biodiesel-powered bus, Laurie David, Sheryl Crow, and crew rolled into our nation's capitol on Saturday. It was last stop on their college tour, and the Thelma and Louise of climate change were set to play an Earth Day show the following evening just spitting distance from the Hill. The purpose of their tour had been to raise awareness on college campuses about climate change, and with the last stop, they were set to bring that awareness to our elected officials.
That evening, Crow and David made a stop at the White House Correspondents Association Dinner Saturday night at the Washington Hilton, where they got an unexpected chance take the tour directly to Deputy White House Chief of Staff Karl Rove. Conversation between the two parties got heated pretty quickly when the ladies brought up global warming, asking Rove to take a "fresh look" at climate change and U.S. policy toward addressing it.
According to the pair, Rove "immediately got combative," and began reciting official talking points about China and research funding. In Joe Stupp's account of the event in Editor & Publisher, Crow and Rove were " jawing like a baseball manager and an umpire arguing a call," while David stood beside her offering support. Rove brushed them off and turned to head back toward his table.
As the pair recounted on the Huffington Post and on Crow's blog, the singer-activist then reached out to touch Rove's arm. The senior Bush administration official swung around and growled, "Don't touch me."
"You can't speak to us like that, you work for us," Crow told him.
"I don't work for you, I work for the American people," he replied.
"We are the American people," Crow said.
Of course, the two parties later had differing accounts of the events.
"She came over to insult me and she succeeded," Rove said to the Washington Post.
"I am floored by what I just experienced with Karl Rove," David told the Post. "He went zero to 100 with me … I've never had anyone be so rude."
"I honestly thought that I was going to change his mind, like, right there and then," David later told the Associated Press.
The encounter quickly became the story-of-the-moment on all the major mainstream media outlets, landing in the Washington Post, Hollywood Daily, E! Online, Fox News, and the New York Times, among plenty of others. Early Sunday morning it was on all the major television news networks including CNN, Fox News, and MSNBC.

A Pakistani tribal militant group responsible for a series of deadly guerrilla raids inside Iran has been secretly encouraged and advised by American officials since 2005, U.S. and Pakistani intelligence sources tell ABC News.
The group, called Jundullah, is made up of members of the Baluchi tribe and operates out of the Baluchistan province in Pakistan, just across the border from Iran.
It has taken responsibility for the deaths and kidnappings of more than a dozen Iranian soldiers and officials.
U.S. officials say the U.S. relationship with Jundullah is arranged so that the U.S. provides no funding to the group, which would require an official presidential order or "finding" as well as congressional oversight.
Tribal sources tell ABC News that money for Jundullah is funneled to its youthful leader, Abd el Malik Regi, through Iranian exiles who have connections with European and Gulf states.
Jundullah has produced its own videos showing Iranian soldiers and border guards it says it has captured and brought back to Pakistan.
The leader, Regi, claims to have personally executed some of the Iranians.
"He used to fight with the Taliban. He's part drug smuggler, part Taliban, part Sunni activist," said Alexis Debat, a senior fellow on counterterrorism at the Nixon Center and an ABC News consultant who recently met with Pakistani officials and tribal members.
"Regi is essentially commanding a force of several hundred guerrilla fighters that stage attacks across the border into Iran on Iranian military officers, Iranian intelligence officers, kidnapping them, executing them on camera," Debat said.
Most recently, Jundullah took credit for an attack in February that killed at least 11 members of the Iranian Revolutionary Guard riding on a bus in the Iranian city of Zahedan.
Last month, Iranian state television broadcast what it said were confessions by those responsible for the bus attack.
They reportedly admitted to being members of Jundullah and said they had been trained for the mission at a secret location in Pakistan.
The Iranian TV broadcast is interspersed with the logo of the CIA, which the broadcast blamed for the plot.
A CIA spokesperson said "the account of alleged CIA action is false" and reiterated that the U.S. provides no funding of the Jundullah group.
Pakistani government sources say the secret campaign against Iran by Jundullah was on the agenda when Vice President Dick Cheney met with Pakistani President Pervez Musharraf in February.
A senior U.S. government official said groups such as Jundullah have been helpful in tracking al Qaeda figures and that it was appropriate for the U.S. to deal with such groups in that context.
Some former CIA officers say the arrangement is reminiscent of how the U.S. government used proxy armies, funded by other countries including Saudi Arabia, to destabilize the government of Nicaragua in the 1980s.
Someone needs to track down these "sources" and silence them, permanently.

Some photos that surfaced on the Internet revealed a darker side of the recent Iraq war protests in Portland.
Photos taken by Rachael Palinkas, a Linfield College student, showed masked protesters burning an effigy of what appears to be a U.S. soldier in the Park Blocks.
Thousands marched in Portland downtown streets Sunday to protest the fourth anniversary of the start of the war. As the march along 24 blocks ended, a group of young people led police on bicycles, horses and motorcycles through downtown.
A few scuffles broke out, with police using pepper spray at one point, and several people were led away in plastic cuffs.
The photos showed protesters gathered around a figure wearing U.S. military fatigues and a crude skull for a head as it and an American flag were lit on fire.
Other black-clad, masked protesters carried a black banner that read, "No Gods, no country, no masters," and a circle A anarchy symbol.
Palinkas went to the protest march Sunday because some friends were going and she thought it a good opportunity to snap photos.
"I was shocked! Cause I haven’t seen anything like that before, you know, so I was kind of scared and confused like, ‘what's going on who are these people?’ I'd never seen anyone burn the American flag or any act of burning an effigy."
She published the pics Sunday on her Facebook account. The Drudge Report grabbed it Wednesday and it took off nationally.
She's received dozens of email in angry reaction to publishing the photos.
“They and their friends are not anti-war: they are for anyone opposing this country,” one viewer wrote in the Vanguard blog, where the photos appeared. “The people they hate most are the American soldiers (whom they term “mercenaries” and in a different era called “baby-killers”) who dare bring freedom to an oppressed people under our flag.”
There was no word on the identity of the protesters.

A mother has spoken of her fury after police refused to chase her sons' stolen motorbikes — because the thieves weren't wearing helmets.
Pauline Nolan, of Droylsden, Greater Manchester, claims traffic officers told her they could not pursue the pair in case they fell off and sued the police force.
She says her sons Bradley, 11, and Ashley, 18, are devastated. They usually spend every weekend travelling to motocross competitions up and down the country, but are now stuck at home.
Mrs Nolan, 44, was on her way home from work at 1.45pm when the thieves raced past her at 60mph on her son's bikes.
"I recognised them immediately, but they were gone in a flash," she said.
"I arrived home to find the garage door had been forced open.
"They had drilled through the locks and cut the chains. They had even pushed our Corsa out of the way to steal Ashley's bike, which was purposefully blocked in.
"I can't believe they had the cheek to do it in broad daylight. I was minutes away from catching them red-handed. I called the police and someone arrived to take a statement."
She says the police officer then told her that the bikes had been spotted in Beswick, Manchester. She said: "I thought 'we've got them', until he sheepishly added they couldn't give chase because they weren't wearing helmets. I was speechless. How pathetic is that?
"I've never heard such a stupid law. It seems everything is weighed in favour of criminals nowadays."
Inspector Martin O'Connor, of the road policing unit, said: "In situations like this officers need to carefully consider the safety of all road users before deciding whether or not to begin a pursuit.
"This means taking into consideration the time of day, weather, traffic conditions, the nature of the original offence and then make a risk assessment based on all these circumstances.
"In this case a decision was made that it would not have been safe to pursue the bikes."
Mrs Nolan has put up a cash reward for the bikes' return — an orange and black KTM 250 and a black and green Kawasaki 65 with distinctive "Monster Energy" graphics.
She said: "My kids live for motocross. We can't afford £7,000 to replace them. The 11-year-old said he's going to sell his toys and his X-Box to save up for a new one. It's heartbreaking."

What we need is some reform of the legal system that stipulates that all suits of that nature (personal injury, etc.) brought by a suspect are put on hold until conviction, and if convicted, tossed. We need to stop pussy-footing around on punishments (I've said it before, I'll say it again) and kill murderers. Hard labor for the rest.
Perhaps pdb's suggestion for the 2008 Republican Presidential Candidate is a good one: Duncan Hunter.

That's the good news.
Most of the rest surveyed thought King was advocating the abolition of slavery.
The findings indicate that years of efforts by primary and secondary schools to steep young people in the basics of the civil rights leader's life and activities have resulted in a mixed bag. Most college students know who he is -- even if they're not quite clear on what he worked to achieve.
Students and teachers say today's federal holiday marking King's birthday is the one that receives the most attention in schools, in part because the events surrounding the man it commemorates are the most recent.
"I think if there is one holiday on the calendar that is really reflective and thoughtful and has historical content, it is the King holiday," said Cynthia Mosteller, a history teacher at Deal Junior High School in the District. "It is a topic about which literally every student knows something."
How long students will continue to learn it, however, is open to question, students and educators say.
Social studies takes a back seat
The recent survey of college students, conducted by the University of Connecticut's Department of Public Policy for the nonprofit Intercollegiate Studies Institute, suggests that schools are not doing as much as they could to go beyond a cursory history lesson. More than 14,000 college freshmen and seniors at 50 colleges and universities earned an average score of 53.2 percent in the survey.
Many of the 10 federal holidays have become little more than days off school or work, even if they are dedicated to significant Americans, such as Abraham Lincoln and George Washington. Many people have no idea what Labor Day commemorates, educators say."Honestly, I never knew what Veterans Day was until last year," said Taneisha Rodney, 14, a ninth-grader at William E. Doar Jr. Public Charter School for the Performing Arts in Northeast Washington.
In many schools across the country, teachers say social studies has taken a back seat under the federal No Child Left Behind law, which stresses math and reading. Squeezing history into the curriculum can be difficult, educators say, and taking time out of a scheduled lesson to use a federal holiday -- even King's -- as a teaching moment can be tough.
"It depends on the teacher and how much they want to deviate from what they are doing," said Adam Zemel, 17, a senior at Yorktown High School in Arlington.
Mark J. Stout, a social studies curriculum coordinator for Howard County schools, said in an e-mail: "We really have a fairly tight and regimented curriculum, so most teachers will either try to integrate holidays into their regular instruction (if there is a connection), or spend a few moments in the beginning of the class talking to the students about the event or person being commemorated. Most likely, they do the latter, but there is no expectation or requirement."
'Heroes and holidays'
King and the civil rights movement are part of the curriculum in many school systems, although lessons do not always coordinate with the holiday. This is true especially in higher grades where broad issues in U.S. history, such as social justice, are addressed in depth.
But for elementary school teachers, federal holidays sometimes are the only chance to teach students about subjects for which they otherwise have little time.
"One of the raps on elementary social studies is that it is all about heroes and holidays, and with standardized testing, it often becomes that," said Andrea S. Libresco, an education professor at Hofstra University in New York who teaches prospective teachers how to use the holidays as teaching opportunities. "People tend to concentrate on English and math."
A danger, educators say, is that lessons about King can become repetitive from year to year, especially when using the same theatrical performances and movies. As a consequence, many students know about King's 1963 "I Have a Dream" speech but not about his seminal "Letter From Birmingham Jail," also written in 1963.
That is why each year Deal Junior High rotates the focus of its assembly , Mosteller said.
Rachel Gillette, 17, a senior at E.C. Glass High School in Lynchburg, Va., said that although the holiday is not a focus in her school, the importance of the day remains strong.
"Despite the lack of class time spent on this day, Martin Luther King Day means much more than Lincoln or Washington's Birthday," Gillette said in an e-mail. "There are local breakfasts in his honor, and the street that he marched down has now been named Martin Luther King Boulevard. Everyone I know knows exactly who he is and what he accomplished."
But some students readily acknowledge that the holiday amounts to little more than a day off school. Some say they fear that King's message of nonviolence is losing relevance in today's violent world.
"It's fading away a little bit, but if we can keep the true value of Martin Luther King in schools, it may come back," said Shanay Miles, 14, a ninth-grader at Doar.
To honor King's legacy, a group of students from Shanay's school will spend today doing community service -- not lounging at home. They will be going to a Boys & Girls Club to help clean, do inventory and other tasks, Doar teacher Terrence Carter said, adding that giving back to the community is the best way to keep King's spirit alive.

‘Superlab’ case not quite overIt’s been a year and a half since federal agents raided a methamphetamine “superlab” in Linn County, and while most of the defendants have been sentenced, the case still is not over.
One defendant will be sentenced in February. Ten others have already been sentenced during the past year.
The lab, in which officials found 200 pounds of chemicals and three pounds of meth, had been operating on Sheep Head Drive near Brownsville and was raided in May 2005.
The case remains open for a 12th defendant, Victor Manuel Zamora-Arrellano, who is still listed in U.S. District Court records as a fugitive.
The 12 defendants were named in a federal indictment. Eleven have pleaded guilty to conspiracy to manufacture more than 50 grams of methamphetamine.
Sentences in federal prison in California were handed out as follows:
Arturo Arevalo-Cuevas: 11 years, three months.
Jose Artemio Chavez Orozco: 5 years, three months.
Eulalio Valencia Contreras: 9 years.
Adriana Arevalo-Cuevas and Irania Arevalo-Cuevas: three years, 10 months.
Minerva Arevalo-Cuevas: four years, three months.
Andres Ortiz-Morales: 14 years.
Pedro Chavez-Minera, Miguel Ortiz-Chavez and Ramon Soto-Chavez: four year, nine months.
Sentencing for Sonia Violet Garcia is scheduled for Feb. 5 in Portland.
At the time of the raid, officials said that some of the defendants were Mexican nationals.

While Democratic strategists are more skeptical of the success of a ticket composed of two minorities, some Republican advisers to the White House and leading 2008 hopefuls Sen. John McCain and Rudy Giuliani see the ticket as an easy winner built on the enthusiasm it would generate in Democratic circles.
Their theory is that Clinton would stand a good chance to pick up the states that Sen. John Kerry won in 2004. While not enough to win the election on her own, the addition of Obama would help push closely divided states like Ohio over into the Democratic column, thereby giving the Clinton-Obama ticket the White House.
"Listen, we've got some lackluster people running on our side, and that is exactly the kind of ticket that would get their side in a fever pitch," said a Bush ally. Democrats aren't so sure it would work, though, because of Clinton's high negatives and Obama's short résumé and race. But the Bush adviser said those factors are actually winners: Obama could help soften Clinton's image and bring more African-American voters to the ticket as well as independents seeking real and symbolic change.
So, let me get this straight - the only reason the Democrats would add Obama is to get the black vote?
Rather than put him at the front, the Democrats want to keep him at the back of the bus, in the hope that it makes them seem even more progressive.

It's an article of faith now that Oregon can't live without its video lottery games, which pump hundreds of millions of dollars a year into schools, parks and other services.
But look at all the human misery linked to problem gambling, and it makes you wonder how Oregon can live with its lottery.
In The Sunday Oregonian, reporter Lisa Grace Lednicer described a support group of 10 women addicted to the state's video games. Their tales of desperation, deceit and despair would be troubling under any circumstances, but they are horrifying when you realize they all spiral from "games" run by their own state government.
It's no secret: Oregon is partially funding its schools and other essential services with money these 10 women -- along with thousands of other problem gamblers -- acquired by hocking jewelry and anything else of value, lying to their spouses, stealing from friends and employers and bankrupting their families.
It's not small change. Just the 10 women who allowed Lednicer into their circle say that together they gambled away $3 million. Their losses alone are enough to pay for at least three days of school in the Portland school district.
Maybe that's fine with you. That's $3 million neither you nor your neighbors have to pay in taxes. Playing the lottery is voluntary, right?
Not when it's an addiction. The women that Lednicer met were so desperate to gamble that they swiped thousands of dollars from their employers, so hooked they burned through their own children's college funds, so obsessed they couldn't be distracted from video gambling by a mother dying of cancer.
All of this ought to make you uncomfortable even if you've never once pulled a lever, or pushed a button on one of Oregon's video lottery machines. It ought to bother you -- and the leaders of this state -- that Oregon is paying for kindergarten classes with stolen money, retirement accounts and hard-saved college funds.
We'll grant you that the Oregon Lottery is harmless fun for a whole lot of people. We'll concede that most of the people who play the Oregon Lottery never develop a gambling addiction.
But there are Oregonians with gambling addictions who have taken their own lives. There are problem gamblers who have lost everything, their marriages, their jobs, their homes and their retirements. There are Oregonians who have gone to jail for crimes they committed in pursuit of gambling.
In an recent interview, Gov. Ted Kulongoski talked about "all my dreams" of one day persuading Oregonians to revamp their system of public finance and approve a better, fairer, more stable tax system.
In all our dreams, Oregonians not only approve a new tax system, but decide they will never again fund essential public services by exploiting the gambling addictions of their fellow citizens.
Whatever happened to that whole "greater good" argument that the leftards liked to use all the time?
You know, the one they use to try to ban firearms. The one they use as justification of their unfair and unconstitutional taxation-funded socialist programs. The one they use when they place restrictions on every damned last little thing because "if it saves only one life, then it's for the greater good!"
Where is that argument now?
Fuck these "addicted" gamblers. I've debated addiction with J a few times recently, and while we're at loggerheads at part of it (he believes that addiction is psychosomatic, while I think that there's physical causes for some of them), we can both agree that an "addiction" to gambling is horseshit.
If you can't stop gambling, it's because you don't want to stop. You want to continue to blow through money that may or may not be yours, and you want to pretend to be the victim during all of this.

In what fucking reality do these stupid motherfucking asshole shitbags think that the war is going badly?
I just looked up a few figures to gauge just how "bad" the war is going.
Pearl Harbor attack: nearly 1,200 deaths brought us into WW2
September 11th attack: nearly 3,000 deaths brought us into the War on Terror
Total U.S. Military fatalities from WW2: 407,000
Total U.S. Civilian fatalities from WW2: 11,200
Total U.S. Military fatalities from the War on Terror: about 3,200
Total U.S. Civilian fatalities from the War on Terror: about 3,200
We entered WW2 on December 8th, 1941. WW2 ended "officially" on September 9, 1945. A little less than 4 years.
We entere the War on Terror on September 11th, 2001. It's currently ongoing. A little more than 5 years, currently.
Apparently, this is the ONLY metric that these retarded fucking morons have to gauge how bad the war is going - yet, the reason it's lasted this long is because of the touchy-feely liberal bullshit that prohibits our military from doing everything they can.
We're required to minimize civilian casualties (which I'm not saying is a bad thing), which virtually eliminates our ability to get this shit done quickly.
Now, casualties are part of war. Civilians get hurt. It's a fact of war, and a fact of life - but when we harm a few civilians, the liberal idiots in this country treat the military and the supporters of the war like the 3rd Fucking Reich.
So, I've got a proposition.
You want the war over. You want everyone to recognize that things are going badly. Let's assume that half the population is leftarded, and agrees with you.
I want you all to assemble in one area, devoid of anyone else but you and fellow leftards.
And then I want you to invite the Middle Eastern fanatics over to eliminate you.
I think 148 million U.S. civilian casualties will convince everyone that things are going badly. The remaining 148 million people will then do everything in their power to end the war in about five minutes.

The crucial "swing" votes in this country, the voters that aren't party-loyal, I hate to say, aren't the brightest out there.

Seriously, though - how can you believe, without your own fact-checking, anything this media says? I just read an article yesterday talking about how the Bush administration was "already failing" prior to 9/11, and that 9/11 served as an effective smokescreen for that failure.

But, as I said, I'm not surprised. I really didn't expect to see the Republicans hold the national offices.
In Oregon, though, that's another story.
Ron Saxton lost by about 7% to Kulongoski. Way to go, Oregonians! Let's keep the ineffective fucking dipshit in office! Yay!
My district did elect Fred Girod as our Representative, over "FARMER DAN! FARMER DAN! I'M FARMER DAN! I'M A FARMER!" Thackaberry.
Gun-grabbing waterhead Bill Morrisette kept his Senate position - no big surprise, considering that the former Mayor of Springfield's district comprises a large chunk of liberal Lane county, and a tiny chunk of mostly-conservative Linn.
Total votes for the Senate position? 35,849 from Lane, 4543 from Linn. While a majority of Linn voters chose Morrisette's opponent, it wouldn't have mattered if ALL voters chose her - however his Lane constituents vote, that's what matters.
Why is Lebanon part of this fuckhole's district? I got the opportunity to meet this idiot at a senate hearing regarding licensed conceal carry in schools, and the guy has zero rational thought.
Oregon ballot measures faired worse than I expected, as well. The biggest surprise was that Measure 45, term limits for Senators and Representatives, was shot down.
Two or three different times, Oregon voters with a commanding majority approved term limits, and each time, lawsuits brought by useless career politicians were used to overturn the will of the people.
This time, when the measure was finally written so narrowly as to avoid any bogus loophole lawsuit, Oregon voters just shrug their shoulders and vote against it.
What gives, people?
I'm not surprised that the anti-family lefties overturned Measure 43, which would have required parental notification of an unemancipated minor's abortion. Oh no, we can't have that. We'll hold you legally and financially responsible for anything your child does, and we'll take away more of your authority as a parent while we're doing it.
The anti-socialism budget-related measures got stomped down - thank you Multnomah county. I guess we should have known better than to try to do anything that affects the government handout that so many receive.
The voters of Lane, Marion and Multnomah counties overwhelmingly voted to keep all Supreme Court and Appeals Court judges in their pockets (Measure 40), rather than spread the judiciary across the state. Big surprise.
And, last, but not least, Measure 42 got trounced. Insurance companies are still allowed to utilize your credit information, even though they're not providing any form of credit to you.
Another foot in the grave for this state.
There will be another election. Here's hoping the local media hype about earthquakes comes true, and the Portland metro area gets trashed.
Maybe then, this state will have a chance.

AUSTRALIA'S guns buyback has not reduced rates of gun murder or suicide, a new study says.
The paper, published in the British Journal of Criminology and written by pro-gun lobbyists Jeanine Baker and Samara McPhedran, found the buyback of 640,000 guns at a cost of some $500 million failed to make Australia safer.
That contrasts with the views of other studies and Prime Minister John Howard, who say the guns buyback has made Australia safer.
The buyback and tough national gun laws were instituted in the wake of the 1996 Port Arthur massacre, when lone gunman Martin Bryant armed himself with an arsenal of semi-automatic weapons and killed 35 people.
Self-loading rifles and self-loading and pump-action shotguns were banned, with a 12-month amnesty period for people to hand in their weapons and receive compensation.
The laws outraged farmers and recreational shooters but were widely accepted as necessary to stop future massacres.
The new paper disputes whether the laws have worked.
Ms McPhedran is the chairwoman of the International Coalition for Women in Shooting and Hunting, while Dr Baker is the South Australian president of the Sporting Shooters Association of Australia.
They cited data from the Australian Bureau of Statistics and Australian Institute of Criminology (AIC) to say the gun law reforms had not affected actual gun murder rates per 100,000 of population.
Neither could the reforms be shown to have altered firearm suicide rates because suicide rates by other means had also begun to decline in the late 1990s.
“Reducing the number of legally held firearms, banning certain firearms, and increasing the requirements that must be met to legally own firearms has not produced the desired outcome of a safer society,” Ms McPhedran said.
“We cannot say firearm suicide rates were affected by the laws. Social changes and emphasis on prevention initiatives appear to have lowered suicides using all methods.”
AIC figures point to a long-term trend in falling gun death which preceded the 1996 gun laws reforms and continued after it.
In the period 1991-2001 the number of firearm deaths in Australia, including murder, suicide and accidents, dropped by almost 50 per cent.
But University of Sydney public health professor Simon Chapman attacked the report, complaining aspects were “verging on academic dishonesty”.
Professor Chapman said the study failed to differentiate between gun deaths where one or two people were killed and the large-scale massacres that the tough gun laws were designed to prevent.
Prof Chapman said the best evidence that Mr Howard's gun laws were working was that there had been no mass shooting sprees since they were introduced.
The professor said the paper was based on “statistical smoke and mirrors”.
